Building Trust and Delivering Impact: The Rise2Care Mission
In Portland’s Central Eastside, our Rise2Care team is committed to fostering safety, connection, and trust in a challenging urban environment. We thoughtfully and compassionately engage to meet the needs of residents, businesses, and houseless neighbors in a respectful, impactful way.
Northwest Enforcement envisioned and created Rise2Care to add a compassionate element to the outreach process, distinguishing it from traditional security work. Our model is grounded in the core values of compassion, agility, relationship-building, and empowered empathy. By bringing these values to the heart of our outreach work, we’ve cultivated meaningful relationships that are the foundation for real change.
A Relational, Outcomes-Driven Approach
Building relationships is at the heart of our approach. The Rise2Care teams work to establish trust within the community. With a trauma-informed care approach, we meet people where they are. We recognize that each journey is unique and guide them to appropriate resources and services. Consistent engagement builds trust, enabling our teams to be even more successful in future interactions.
Nimble, Strategic, and Measurable Impact
A key factor in our success is the ability to be nimble. As a local team deeply invested in the community, we respond quickly to emerging needs, adjusting strategies as necessary. From intervening to deescalate a mental health crisis to informing district visitors about relevant events or distributing district guides, we adapt our approach to provide the most effective solutions. We focus on results, measuring outcomes to ensure a tangible impact. Using approved software, we track interactions and progress, making our outreach both intentional and accountable. This data-driven approach allows for continuous refinement and improved effectiveness.
Engagement with Purpose
Clear situational protocols guide our safe engagement with individuals and response to situations. Whenever possible, we connect to understand immediate needs and offer referrals to trusted service partners for housing, healthcare, or other resources. When there are situational safety concerns, the team observes and reports, contacting the appropriate emergency or service providers to ensure the best outcomes for all involved.
Building Connections and Creating Change
Our team’s consistent presence in the Central Eastside helps break down barriers and foster understanding between the business and houseless community. Whether providing a listening ear, helping a business navigate city services, making a referral, or simply being a familiar, trusted face, we know that small actions can lead to big impacts. Our community-focused approach provides vital support to local businesses and welcomes visitors and residents alike, fostering a sense of place and belonging. We approach every situation with empathy and respect. By doing so, we help individuals and business owners build a better future and a vibrant community—one step at a time.
A Mission for Lasting Change
Rise2Care is more than just a service —it’s a mission. The commitment to creating lasting change shows in every relationship built and every community served. Proactive business engagement, compassionate care, strategic outreach, and empowered empathy transform lives, contributing to a stronger, more connected community.
Our Ambassador team offers strategic support to business owners who have been recently impacted by livability challenges or crime. By coordinating “presence patrols” during key times, such as employee arrival and departure periods, we help create a safer environment for staff and customers. Our teams consistently collaborate with resource and enforcement agencies to improve public safety. In collaboration with these local agencies, our team enhances safety during organized events like local mural projects, markets, and festivals
By addressing these business-focused needs, we contribute to a vibrant and resilient community where everyone—businesses, residents, and houseless neighbors—can feel supported and secure.
